The National Statistical Office carried out the first two surveys of Household Energy Consumption in 1984 and 1985, which was requested by the Office of the National Economic and Social Development Board (NESDB), at the same time of conducting the Labor Force Survey. Since 1986 onwards, this survey was supplemented to the Household Socio-Economic Survey which has been conducted every 2 years (except in1988). This 2000 survey is the nineth survey of this kind.
The objective of the survey is to collect information on quantity and household expenditures on fuel such as petroleum products, L.P.G. – cooking, electricity, charcoal and wood, etc. Since 1996 onwards, the data items would be only expenditure on fuel, not quantity .

Coverage

The survey covered all private, non-institutional households residing permanently in all areas throughout the country. However, it excluded that part of the population living in transient hotels and rooming houses, hostels, boarding schools, temples, military barracks, prisons, welfare institutes, hospitals and other such institutions. It also excluded households of foreign diplomats and other temporary residents.

Sample Design

A stratified, three-stage sample design was adopted for the survey since 1984 to 1986. The primary and secondary sampling units were Amphoes and blocks (in municipal areas) or villages (non-municipal areas) respectively. The private households were the ultimate sampling units.
Since 1990 onwards, a stratified two-stage sampling was adopted for the survey. The primary sampling units were blocks for municipal areas and were villages for non-municipal areas. The secondary sampling units were private households.
The private sampled households from the second stage of sampling came from the listing of households in the blocks/villages (from the first stage of sampling) which basic information of household, i.e., member of household members, occupation and work statue of household members etc., were collected. These information was used in classifying groups of household for sample selection in each area, then, the sampled household would be enumerated.

Survey Items

The survey items are as follows:
  1. Household expenditure on petroleum products such as gasoline, diesel, lubricating oil, kerosene, L.P.G. for cooking and vehicles
  2. Household expenditure on other energy products such as charcoal, wood and electricity.

Collection Period

As expenditure on energy consumption of household varies from season to season, therefore, all sampled households were divided equally into twelve representative sub-samples so as to obtain data showing the changes. Each sub-household group was interviewed for a period of one month, normally starting from February to January of the following year.

Publication of Survey Results

The survey results were published for the whole kingdom level, data were classified by region and area. The latest publication of the 1998 survey will be released in 1999.
